TIME SOLUTIONS, LLC Fleet Asset Manager TS Clearance:Secret Location: Norfolk, VA Summary: The Fleet Asset Manager serves as a focal point for providing information on all Base Support Vehicle and Equipment (BSVE) transportation programs and works closely with BSVE program managers. Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) · Receive all Civil Engineering Support Equipment (CESE), long-termed, commercial, and GSA vehicles from various contractors/vendors for BSVE regional divisions. · Process incoming leased, owned, and GSA vehicles and equipment by inspecting and documenting pertinent information for each. · Accept, verify, and sign for all vehicle delivery receipts from contractors/vendors. · Directly responsible for the accuracy of equipment records and the updating of the Fleet Maximo database. This includes, but is not limited to the USN number for each vehicle, the equipment classification code (ECC), vehicle identification number (VIN), installation date, cost of equipment, condition of equipment, fuel type, warranty date and miles, the preventative maintenance (PM) meter lead, PM lead days, daily mile limit, daily hour limit, and set the billable labor record. · Directly responsible for all administrative matters pertaining to the management of the fleet assets. · Responsible for analysis of vehicle requirements, ensuring deadlines are met, make decisions and continuously use personal judgment to resolve emergency and other critical situations pertaining to Fleet Management operations. · Provide recommendations to the Fleet Manager to ensure formulation of practical and economical projects. · Analyze adequacy of equipment inventory, programs, and offer solutions to problems related to acceptance and disposal of equipment. · Make vehicle appraisals and conduct special studies of NAVFAC MIDLANT BSVE requirements, utilization factors, effective assignment of vehicles, and increasing or decreasing vehicle/equipment assets. · Transfer new vehicles and equipment to NAVFAC MIDLANT regional and local sites. · Receive vehicles from the GSA Fleet Manager and maintain records of vehicles in the most current version of Maximo Fleet Manager (MFM), and Maximo TR. · Plan and organize the return of vehicles and equipment in a timely manner. Coordinate final vehicle inspections and contractor/vendor pick-up dates. · Finalize records in the Fleet Maximo vehicle screen by marking the equipment as “Retired”. · Receive GSA form 2529 General Services Administration Interagency Fleet Management Detailed Billing Register, Detailed List of Intra-Governmental Payment and Collections (IPAC) charges for Motor Equipment Services monthly from the NAVFAC MIDLANT Comptroller office. · Ensure that all charges for every GSA vehicle under Billing Office Address Code (BOAC) for NAVFAC MIDLANT (17P301) are assigned 4-million job order number for payments and process all damage claim for each billing cycle by assigning customer job order numbers for payment. · Report mileage for all GSA vehicles using “Mileage Express” computer software at the GSA internet website. · Maintain leased vehicle contracts to stay current so they don’t expire and provide sufficient lead time is requested for follow-on contracts or contract modifications and help to prevent unauthorized commitments (UAC). · Communicate with and assist the Contracting Department of the LANDIV, HRIPT, or local site contracting department by submitting funds to the Contract Specialists via NAVFAC MIDLANT Comptroller Department to have contract lease/rental periods extended, pay damages claims, pay excess mileages, and pay personal property taxes. · Maintain records on each individual contract. Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) Must hold an active Secret clearance. Bachelor’s Degree and a minimum of two years’ relevant experience. Master’s degree or graduate coursework preferred.
